In its initial policy, the NHL did not establish a clear trigger for when the player's safety would be considered at risk and did not define a process for when such a decision would be made.
The NHL's concussion policy now provides more detail regarding the evaluation and management of concussions. The NHL's concussion policy has been a collaborative effort between the NHLPA, NHL medical staff, NHL Players' Association consultants, NHL executive staff, and NHL Players' Association medical staff.
The NHL believes that concussion evaluation and management, including return to play decisions, must be driven by the individual player and coach. The NHL's concussion policy reaffirms that the NHL Player Concussion Assessment and Return to Play is an individual decision. The NHL will always defer to the judgment of a Player's Head, Neck, or Spine Doctor, or a Player's Team Physician with expertise in that area of the body, if he or she determines that a player is at risk of a serious head or neck injury.
To manage the risk of a serious head or neck injury, a Player must have a concussion evaluation conducted by a qualified professional, such as a Sports Medicine Physician or Head, Neck, and Spine Specialist (HNS) as defined by the International Ice Hockey Federation (IIHF) or an appropriately-trained physician within a Player's current team medical staff. If the Player has been evaluated by a qualified physician within three days of a concussion-like injury, a Player will not be eligible to return to play.
A concussion evaluation is the first step in the management of a potential head injury for a Player. If a Player is determined to have had a concussion, the NHL will retain concussion experts and physicians to provide evaluation and management as appropriate, including management by a qualified HNS, if a player does not respond to the evaluation by a physician who is not a qualified HNS. The NHL will continue to rely on the judgment of these physicians
